Cares Act Funding
On this page you can find information relating to funding for colleges and universities to provide direct emergency cash grants to students whose lives and educations that were disrupted by the coronavirus outbreak. The funding was made available through the Higher Education Emergency Relief Fund authorized by the Coronavirus Aid, Relief, and Economic Security (CARES) Act that was signed into law on March 27, 2020.
CURTIS INSTITUTE OF MUSIC DISTRIBUTES $107,203 IN THE THIRD ROUND OF FUNDING TO SUPPORT STUDENTS WITH DEMONSTRATED FINANCIAL NEED AFFECTED BY COVID-19
On May 11, 2021, U.S. Secretary of Education Miguel Cardona announced the third round of funding would be distributed to colleges and universities to provide direct emergency cash grants to college students whose lives and educations have been disrupted by the coronavirus outbreak. The funding was made available through the American Rescue Plan (ARP) Act for postsecondary education. Emergency funds provided by ARP more than double the emergency relief aid available to students and institutions already authorized under the Coronavirus Aid, Relief, and Economic Security Act (CARES) and the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) relief legislation. This funding is provided by the ARP’s Higher Education Emergency Relief Fund (HEERF III), with a new formula requiring approximately half of the funding to be used by each institution to provide direct relief to students.
In May of 2021, the Curtis Institute of Music was allocated $214,404 under Section 2003(a)(1) for the American Rescue Plan (ARP), of which $107,203 is to be provided to make financial aid grants to students. As of December 31, 2021, Curtis distributed $221,564 in financial aid grants to 70 students eligible to receive grants under the CRRSAA and ARP (a)(1) and (a)(4) programs. The disbursements were designed to prioritize students with the greatest demonstrated need and ensure that funds are distributed as widely as possible.
The funds were used by Curtis Institute of Music to provide students with financial aid grants to be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or childcare. Students were allowed to apply the funds directly to their student accounts to cover the cost of attendance or receive the funds in a payment directly from the Institute.
CURTIS INSTITUTE OF MUSIC DISTRIBUTES $43,230 IN SECOND ROUND OF FUNDING TO SUPPORT 60 STUDENTS WITH DEMONSTRATED FINANCIAL NEED AFFECTED BY COVID-19
On January 14, 2021, Acting Assistant Secretary for Postsecondary Education Christopher J. McCaghren announced a second round of funding to colleges and universities to be used as direct emergency grants to college students whose lives and educations have been disrupted by the coronavirus outbreak. The funding was made available through the Higher Education Emergency Relief Fund authorized by the Coronavirus Response and Relief Supplemental Appropriation Act (CRRSAA) that was signed into law on December 27, 2020.
In January of 2021, the Curtis Institute of Music was allocated $114,363 under Section 314(a)(4) of the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA), of which $43,230 is to be provided to make financial aid grants to 60 students with demonstrated need facing significant financial challenges due to the ongoing COVID-19 pandemic. The disbursements were designed to prioritize students with the greatest demonstrated need and ensure that funds are distributed as widely as possible.

CURTIS INSTITUTE OF MUSIC DISTRIBUTES $43,230 IN CARES ACT FUNDING TO 56 STUDENTS AFFECTED BY COVID-19
On April 9, 2020, U.S. Secretary of Education Betsy DeVos announced funding for colleges and universities to provide direct emergency cash grants to students whose lives and educations had been disrupted by the coronavirus outbreak. The funding was made available through the Higher Education Emergency Relief Fund authorized by the Coronavirus Aid, Relief, and Economic Security (CARES) Act that was signed into law on March 27, 2020.
Using a formula based on student enrollment, Curtis Institute of Music was awarded $86,460 was designated for use to support students who demonstrated need and faced significant financial challenges due to the COVID-19 pandemic. The disbursements were designed to prioritize students with the greatest demonstrated need and to ensure funds were distributed as widely as possible.
Pursuant to the completion of the Certification and Agreement for Emergency Financial Aid Grants to Students, on May 13, 2020, Curtis requested from the Department of Education its full allocation of $86,460 for Student Emergency Financial Aid Grants. Curtis received its allocation from the Department on May 15, 2020.
On April 13th, 2020, Curtis Institute of Music signed and returned to the U.S. Department of Education the required Certification and Agreement to receive emergency funding through the Coronavirus Aid, Relief and Economic Security (CARES) Act. Curtis intends to use no less than 50% of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. In turn, the Department of Education made funding for student support payments available to the Institute. According to Department of Education guidelines, only those students eligible to receive Title IV funding were eligible to receive student support payments.
As of March 27, 2020, Curtis Institute of Music enrolled approximately 79 students that were eligible to participate in programs under Section 484 of Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act. As of September 30, 2020, Curtis distributed $43,230, in Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act to 59 students through three pathways:
- Curtis will directly disburse emergency grants to students based on their eligibility to receive Pell Grants.
- Students may complete an application to identify their expenses related to the disruption of campus operations due to coronavirus and those awards are expected to range from approximately $400 to $2000. Applications are reviewed for reasonableness, eligibility of expenses and eligibility of applicant under HEA rules. Once approved, an emergency grant award is made in the student’s financial aid records, the grant is posted to the student account and funds are disbursed to the student via E-Refund or via a paper check mailed to the student’s permanent address.
- For any remaining funds, eligible students can write a letter and apply for Supplemental Financial Assistance through the Financial Aid Department.
